!!1!one!! -- or any variation of it, such as !!!!!!11!!!1!!!!one!!!1!!oneoneoneone!!! -- is a tongue-in-cheek imitation of the excited noob, who, in IRC or game-chat, uses too many exclamation marks, e.g "Liek, hi guyz!!!!!!!". The '1' is dropped into the mix to imitate the person accidentally releasing the 'shift' key momentarily, and the 'one' just more blatant.
